1.Overview

With the release of the latest OECD PISA 2022 results on December 5, 2023 (Paris time), a symposium on the future of education will be held in Japan, with a focus on Asia, to contribute to the formulation of education policies based on evidence from PISA.


2.Objectives

The purpose of the symposium is to present the latest PISA 2022 results and analysis, with a focus on Asian countries, and to discuss future education issues among educators in Japan and Asia based on the latest trends in student learning and well-being as revealed by the evidence.
In particular, PISA 2022 included a detailed survey of mathematical literacy. Also, that in Asia, student well-being (WB) has long been low compared to academic achievement. Moreover, WB has been included in the goals of education in the OECD's Learning Compass, and the importance of WB was emphasized at the G7 Education Ministers' Meeting held in Japan in May 2023, and so on. In light of these facts, we will hold "Student Learning for the Next Generation" and "Student Wellbeing - How to Support Agencies? How to Support Agencies?" The discussion will delve deeper into the following topics: "Student Learning for the Next Generation" and "Student Well-Being - How to Support Agencies?

    Kan Hiroshi Suzuki graduated from the Faculty of Law of the University of Tokyo in 1986. After joining the Ministry of International Trade and Industry (MITI) and serving as an Associate Professor at Keio University SFC, he became a member of the House of Councilors for 12 years from 2001, serving two terms as State Minister of the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) during his tenure. In 2014, he was appointed professor at the University of Tokyo’s Graduate School of Public Policy and Keio University’s Graduate School of Media and Governance—the first such cross-appointment in Japan. He has served four terms from 2015 as Ministerial Aide to MEXT and as Acting Chair of the G7 Education Ministers’ Meeting in 2016. He is a co-founding member and current bureau member of the OECD Education 2030 Project, Co-founder and vice president of the Society of Well-being, and Director of the Mitsubishi Memorial Foundation for Educational Excellence.

    Dr. Rao is a postgraduate in English Literature and has a PhD in Management.
    He belongs to Indian Administrative Service and is serving as Secretary, School Education for the state of Gujarat for more than five years.
    Under his leadership, Education Department, Gujarat has implemented a series of transformative initiatives in School Education to improve quality of education in Schools.
    These include initiatives in the area of student enrolment, student and teacher attendance, school accreditation, centralized student assessments, learning outcome-based report cards for more than 7 million students and an innovative technology driven model of integrated Command and Control Centre (CCC) for online real-time monitoring of Schools- called Vidya Samiksha Kendra.
    Government of India has asked all States in India to replicate the CCC model which has also been hailed it as a Global Best Practice to be followed by other countries by the World Bank.
    Dr. Rao received the Prime Minister’s Award for Excellence in Public Administration from Prime Minister of India in 2022.
    Dr. Rao has also conceptualized India’s largest School Transformation Project, Mission Schools of Excellence under which about 20,000 Government Schools in the State are being modernized with an investment of about USD 1.5 billion.

    Dr Michele Bruniges AM Short Biography
    Dr Bruniges commenced her career as a teacher, teaching in primary, secondary schools and tertiary education settings.
    In her earlier executive career, Dr Bruniges was Chief Executive of the ACT Department of Education, Director-General of the NSW Department of Education and Communities, Secretary of the Australian Government, Department of Education and Training.
    Dr Michele Bruniges AM has a PhD in Educational Measurement, a Masters in Education and a Diploma in Teaching.
    She is a Graduate of the Australian Institute of Company Directors, a Churchill Fellow, a Fellow of the Australian College of Educators and a Fellow of the Australian Council for Educational Leaders.
    In 2012, Dr Bruniges became a member of the Order of Australia for service to public administration and was a joint recipient of the inaugural 100 Women of Influence Award for her work in public policy.
    Dr Bruniges received national recognition in 2015 for her significant contribution to education as the recipient of the Australian Council for Educational Leaders Gold Medal Award. In that year, she was also awarded the Australian College of Educators’ Sir Harold Wyndham Medal for her contribution to the education of young people in NSW.
    Since 2017, Dr Bruniges has held the elected position of Chair of the Organisation for Economic Co-operation and Development’s (OECD) Programme for International Student Assessment (PISA) Governing Board.
    In 2019, the Australian College of Educators awarded Dr Bruniges its highest award, the College Medal, for her outstanding and sustained contributions to the fields of education and across a range of sectors.
    In July, this year, Dr Bruniges was appointed Chair, Australian Institute of Teaching and School Leadership.

Dr. Christine Choi

    Dr Choi has been Under Secretary for Education since 2017, before assuming the post of Secretary for Education in 2022.
    Prior to joining the Government, Dr Choi had worked in the education field for nearly 30 years.
    She taught in secondary schools for more than a decade since 1988, before joining the Education Bureau where she was responsible for school-based curriculum development and language teaching support.
    In 2013, she took up the principalship of a secondary school.
    During the period, she took part in social and educational work, including the setting up of the Hong Kong Teachers Dream Fund.
    She also served on the Basic Law Promotion Steering Committee, the Fight Crime Committee and the Commission on Youth.

    Mr. Yoshiki Takeuchi was appointed Deputy Secretary-General in November 2021. His portfolio includes the strategic direction of the OECD policy on Employment, Labour and Social affairs, Education, Skills, Well-being, Inclusion, Sustainability and Equal Opportunities, Financial and Enterprise Affairs along with the Centre for Entrepreneurship, SMEs, Regions and Cities. He also represents the OECD at the Financial Stability Board and guides OECD work with the Asia-Pacific region.
    Mr. Takeuchi has had a distinguished career over nearly four decades at the Japanese Ministry of Finance. Prior to joining the OECD, he served as Special Advisor to Japan’s Minister of Finance. He was Vice-Minister for International Affairs (2019-2020), Director-General of the International Bureau (2016-2019) and has held other senior positions including as Deputy Minister in many international fora such as G7, G20, IDA and International Monetary and Finance Committee.
    Mr. Takeuchi has a wealth of experience in the field of international economy and finance.
    He worked closely with international organisations including the IMF, the World Bank, the Asian Development Bank and other regional development institutions. He also led Japan’s G20 Presidency finance team with a particular focus on digital taxation, quality infrastructure investment, capital flow management and global imbalances.
    Mr Takeuchi holds a B.A. in Law from University of Tokyo, a MPhil in Economics from University of Oxford and conducted research at Chatham House.

She served in various fields such as Director of Director-General of Education Policy Bureau (2022-23), Deputy Commissioner of Japan Sports Agency (2020-21), Deputy Director-General of Elementary and Secondary Education Bureau (2016-17). She has been seconded to the Hiroshima Prefectural Board of Education (1994-1997), the National Institute for Educational Policy Research (2007-09), the Japan Student Services Organization (2009-2013/2021-22).
    She has diplomatic career such as First Secretary at theEmbassy of Japan in China (2000-03).

    Ms. Belfali leads the work of the Directorate for Education and Skills in the field of in early childhood education and care, and international comparative studies of education systems. She oversees large scale surveys including the Programme for International Student Assessment (PISA), Teaching and Learning International Survey programme (TALIS). She also manages thematic policy analyses and supports education systems and schools to develop policies and innovations for better learning and well-being of learners.

    Ms. Belfali spent the last 20 years in France, the US, and in several countries of South East Asia, Africa and Middle East and North Africa regions. Before joining the OECD, she worked for UNICEF as Chief of the Education Section in Morocco and the World Bank in the field of human development between 2002 and 2012. She had a leadership role in advising governments for education reforms and gender mainstreaming. Ms. Belfali, a Japanese national, holds a Master’s degree in International Educational Administration and Policy Analysis from Stanford University.

Prof. Motoko Kotani

    Motoko Kotani is the Executive Vice President for Research at Tohoku University, a professor at the Mathematical Institute in the Graduate School of Science and the Principal Investigator of the Advanced Institute for Materials Research (AIMR) at the university.
    She graduated from the University of Tokyo and received a Doctorate of Sciences.
    Her specialization lies in geometry, especially discrete geometric analysis.
    She was honored with the 25th Saruhashi Prize for her contributions to Discrete Geometric Analysis on crystal lattices.
    Her professional journey includes roles as an executive member of the Council for Science, Technology, and Innovation at the Cabinet Office, the former Executive Director of RIKEN and the former President of the Mathematical Society of Japan.
    She is a member of the Science Council of Japan and the Board of Governors of the Okinawa Institute of Science and Technology School Corporation.
    Starting from 2022, she has assumed the role of Science and Technology Co-Advisor to the Minister for Foreign Affairs.
    She has been elected as the President-Elect of the International Science Council, poised to assume the presidency at the next General Assembly in 2024.
    Currently, she serves as the Vice President for Science and Society within the council.

    Professor/Director of the Kyoto University Institute for the Future of Human Society and Commission Member of the MEXT Central Council for Education Yukiko Uchida is currently Professor of Social and Cultural Psychology at Kyoto University and Director of the Kyoto University Institute for the Future of Human Society.
    She received her Ph.D. in Social Psychology from Kyoto University in 2003.
    She then began her academic career as a visiting scholar at the University of Michigan and Stanford University. She joined the faculty of Kyoto University in 2008.
    As a cultural psychologist, her research focuses on the psychological mechanisms underlying emotions such as well-being, and her cross-cultural studies explore how participation in meaningful cultural practices can foster these psychological processes.
    She was a 2019-2020 Fellow at the Center for Advanced Study in the Behavioral Sciences (CASBS) at Stanford.
    Her upcoming publication is titled 'An Interdependent Approach to Happiness and Well-Being: Evidence, Culture, Education and Sustainability' (Palgrave Macmillan, co-authored with Jeremy Rappleye).

Masaaki Katsuno

    Masaaki KATSUNO, PhD, currently serves as the Dean and Professor at the Graduate School of Education, University of Tokyo. He teaches educational administration and school management at both undergraduate and graduate levels.
    His main research interest lies in teacher policies.
    Until recently, he was a member of the Joint ILO/UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel (CEART).
    Dr. KATSUNO has published works in both Japanese and English, including "Teacher Evaluation Policies and Practices in Japan: How Performativity Works in Schools" by Routledge.

Naoko Ueda

    Since Naoko UEDA re-joined the OECD in July 2022 as Head of the OECD Tokyo Centre, she has been actively contributing to policy discussions between the OECD and governments, businesses and academia in Japan and Asia covering a wide range of economic policy areas.
    Prior to re-joining the OECD and until very recently, Naoko served as Director of APEC Division in MOFA, Japan.
    Naoko has previously worked in senior roles at the OECD – as Deputy Director of the Development Centre, as Senior Advisor in the Partnership for Democratic Governance and as Senior Policy Analyst for Development in the Heiligendamm-L’Aquila Dialogue Process Support Unit of the OECD.
    Through those experiences, Naoko developed a passion to bring the OECD closer to Asia and vice versa.
    Naoko holds a Master's Degree in international development from the GRIPS/FASID and a M.A. in International Politics and Political Economy from the University of Pennsylvania.
